Timothy M. Pape was first elected to represent Fort Wayne's 5^th District on the Common Council in November 1999, and was re-elected in November 2003 and 2007. Tim is working to bring economic development to the central and south city areas, which make up most of the 5^th District, and is advancing initiatives to reduce crime and increase home values in the 5^th District.

Tim is currently co-chair of the Common Council's Regulations Committee, and serves on the Board of the Central City Housing Trust Fund. Tim also serves on the City Council's Flood Committee, and sits on the Downtown Improvement District Board. He also is the Council's representative to the Community Services Council and serves on the city of Fort Wayne Compensation Committee.

Tim is a Fort Wayne native and graduate of Bishop Luers High School. He earned a Bachelor of Arts degree from Georgetown University and a Doctorate of Jurisprudence from Indiana University School of Law, Bloomington, Indiana. He is a partner in the law firm of Carson Boxberger LLP, where he practices in the areas of domestic relations law, business law, and general litigation. Tim serves on Carson Boxberger's Management Committee.

Tim is an active member of the Allen County Bar Association, serving in the past on the Grievance Committee, Fee Dispute Committee, and Pro Bono Committee. He is a past board member of the Indiana Kidney Foundation. Tim is especially proud of his past service on the Board of Directors of the Girl Scouts of Limberlost Council in Fort Wayne. He is also a graduate of the 1997 - 1999 Leadership Fort Wayne class.

Tim is married to the former Rebecca (Becky) Romary, who taught third grade at St. John the Baptist Catholic School until they started their family. Tim is most proud of his children, Will, Madeleine and Hillary. Like Tim, Becky is a graduate of Bishop Luers High School, and they are members of St. John the Baptist Catholic Church. Tim spends his free time with his family, and enjoys reading, sports, movies and the arts.
