John H. Shoaff was elected as City Council at-Large for his first term in November 2003. He is co-chair of the City Utilities Committee and chairman of the Flood Control Committee. He was a member of the Truck Ordinance Committee until it was dissolved after completing its work. Before being elected to the City Council, he had been president of the Board of Park Commissioners, president of the Headwaters Park Commission and president of the City Plan Commission.

He has also served on several non-profit boards, including ARCH, the Fort Wayne Philharmonic, WBNI-fm, and the Carriage House.
