Glynn won election in 1999 after his appointment to fill the seat of the late Cletus Edmonds. In his endeavor to work with his constituents, Glynn's focus is on neighborhood association empowerment, economic and business development, housing revitalization and new housing developments, public safety initiatives, and programs that focus on the youth giving them positive alternatives to deviant behavior.

Glynn is married to Pamela Peterson-Hines. She is currently the Executive Director of the National Kidney Foundation of Northeast Indiana. They have been married since January 1, 1983 and have two daughters Monique and Candace. Glynn also has two adult sons.

Glynn is a member of Greater Progressive Baptist Church where he serves as a Trustee.

Educational background for Councilman Hines includes graduate of Central High School in Fort Wayne, B.S. degree with a double major in History and Speech & Drama from Manchester College, North Manchester, Indiana and graduate study at Temple University in Philadelphia, Pennsylvania.

Currently employed at JobWorks and teaching classes at Paul Harding High School, he was formerly employed by Bank One as Assistant Vice President and with Xerox Corporation as Marketing Manager.

His political career began in 1977 with then 1st District City Councilman John Nuckols. He worked as precinct committeeman in the 1st District. Glynn also served as campaign manager for 1st District Councilman Archie Lunsey in 1991.

Glynn is an active community volunteer serving on the boards of the State of Indiana Commission for Dr. Martin Luther King Jr. Holiday, the Knight Foundation, Directors for the Community Foundation of Greater Fort Wayne, Citilink Public Transit, and advisor to the S.O.A.R. Housing CDC Board. Glynn formerly served on the boards of the United Way of Allen County, Fort Wayne Redevelopment Commission, Project Renew, NAACP, and the Gingerbread House.

Glynn enjoys golfing and is the president of the Par Tee Golf Club, which has raised over $100,000 in college scholarships for needy inner-city youth. Glynn was also the first Fort Wayne African-American high school golf coach from 2001-2004 at Paul Harding HS.
